Summary

Join our team as a Proposal Manager and collaborate with various teams to develop winning proposals, qualifications, and presentations. Lead and manage the proposal development process, ensuring compliance, quality, and timely delivery. You will be responsible for content development, writing, editing, and production, as well as maintaining content libraries and resources. Strong communication, organizational, and analytical skills are essential, along with experience in government procurement processes. The role requires a Bachelor's degree and 1-5 years of relevant experience. Some travel may be required.

Requirements

  • Familiarity reviewing and understanding solicitation (RFP, RFQ, RFI) requirements and developing proposal schedules and assignments
  • Knowledge of State and Local government procurement processes and proposal forms is mandatory
  • Knowledge and understanding of CRM and data management databases
  • Ability to assist in developing strategic approaches and concepts
  • Advanced experience with Microsoft Word, Excel, and PowerPoint
  • Detail oriented with exceptional writing, editing, and document formatting and organization skills
  • Ability to manage, organize, and prioritize project assignments to meet competing deadlines
  • Strong analytical and strategic thinking skills with the ability to evaluate data sets to determine trends, establish strategies, and make decisions
  • Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionality
  • Use project management and communication skills to manage, organize, and prioritize multiple projects and meet competing deadlines
  • Ability to multi-task and be strategic, creative, and innovative in a dynamic, fast paced matrix team environment
  • Self-starter with a positive attitude and the ability to work effectively both independently and as part of a team
  • Diagnose and promptly report issues in need of escalation
  • Provide guidance, management support and peer reviews to junior staff as needed
  • Degree: Bachelor’s degree in marketing, Communications, English or equivalent combination of education and experience
  • Years of Experience: Entry- level: 1- 5 years of experience in the planning, preparation, and production of proposals and qualifications packages for government and private clients

Responsibilities

  • Adhere to developed proposal processes and procedures
  • Developing proposal execution/management plan that includes proposal development, compliance, and production milestones
  • Analyze solicitation requirements, creating annotated proposal outlines and developing a compliance matrix
  • Conduct structured proposal kick-off meetings to establish to roles and responsibilities, expectations, writing assignments, and coordinate upcoming milestones
  • Content Development: create assigned corporate sections writing/editing/rewriting efforts to include researching subject matter resources and interviewing Subject Matter experts for required proposal content development
  • Write and edit resumes and project descriptions specific to RFPs
  • Ensure resumes, project profiles and descriptions, case studies, and proposal sections are identified and incorporated into foundational material for the proposal content library
  • Performs proposal close out tasks and award follow up including updating CRM post submission
  • Ensures proposal tasks and deliverables are completed within allotted schedule and escalates proactively and early when at risk for missed deadlines or non-compliance
  • Perform other duties as assigned
  • Complete all required compliance training on an annual basis
  • May rewrite or edit technical approach sections not assigned to in support of technical lead
  • Assists internal stakeholders, capture managers, technical writers, and SMEs with developing proposal strategy, including win themes and differentiators
  • Can manage proposals irrespective of Business Unit
  • Delegates tasks to proposal coordinators or others as needed, depending on the scope and complexity of the proposal assigned
  • Collaborate effectively with internal staff and stakeholders, capture managers and consultants, and teaming partners to produce compelling proposals that are compliant and competitive

Preferred Qualifications

Experience with Adobe InDesign desirable but not mandatory
