Requirements
- 4-year college degree or equivalent work experience
- At least 4 years of proposal management experience in the Federal sector
- Active TS/SCI
Responsibilities
- Lead and manage the overall proposal development process from pre-proposal through post-proposal
- Analyze solicitations, identify all requirements, and develop items including: proposal schedule, outline, compliance matrix, kick-off coordination, and others
- Coordinate with internal and external points of contact to procure deliverables to incorporate into proposal responses
- Manage proposal schedule for receiving internal deliverables to meet overall proposal deadline promptly to RFP amendments and implement required changes to proposal
- Ensure win strategy, technical solution, win themes, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
- Conduct proposal reviews for overall quality and adherence to internal best practices and federal procurement guidelines and regulations
- Maintain compliance with MOI brand standards on all pursuits
- Track proposal status, complete win/loss rate analysis, and debrief with team for future responses
- Maintain project profiles, resumes, references, testimonials, and past performance database as required
- Define, document, implement, and support continual proposal process improvement
Preferred Qualifications
- Proven ability to maintain or improve proposal win rates (e.g., achieving 50%+ win rates or other organizational benchmarks)
- Minimum 4 years of experience working with Federal regulations, including FAR and DFARS
- Proficiency in proposal management tools (e.g., SharePoint, Microsoft Project, Qvidian, RFPIO) and collaboration platforms
- Advanced skills in Microsoft Office Suite, especially Word, Excel, and PowerPoint
- Remote with preference given to candidates located in DC metro area
- Superb project management, time management, interpersonal, and communication skills
- Proven leadership and motivational skills to manage local and virtual support teams
- Strong interpersonal relations skills, good personal presentation, must be enthusiastic and highly motivated, and have excellent work ethics
- Strong writing and editing skills to ensure clarity and compliance in proposal responses
- Deep knowledge of the proposal development process and understanding of Federal procurement cycles
- Favorably adjudicated Polygraph
