Summary
Join IntelliDyne as a Senior Proposal Manager and lead proposal teams in developing and submitting winning proposals for opportunities in the $10-$50 million range. You will manage all aspects of the proposal process, from initial review of solicitations to final production and submission. This role requires extensive experience in government contracting, proposal writing, and team management. You will work closely with business development executives and internal/external stakeholders. The position is remote with a preference for candidates within 2 hours of Vienna, VA. A U.S. Citizenship and Active DOD Position of Trust level Security Clearance is required.
Requirements
- Bachelorβs degree (in Communication, English, Business Administration, or related field), or additional years of experience in lieu of education
- 8+ yrs. of Proposal-related experience required
- Experience in government contracting industry in both the prime and subcontractor role
- Must have demonstrated experience and/or capabilities in proposal writing for Program or Project Management, Past Performance, Resumes, Process/Methodology concepts, or general IT technical concepts
- Must have experience managing internal and external teams of up to 20 individuals
- Experience coaching and mentoring proposal team members, including technical and operational SMEs, writers, artists, editors, publishers, etc. to understand the elements of a compliant/compelling response
- Able to present oral and written information clearly and succinctly
- Excellent interpersonal skills
- Ability to work in a team collaboratively as well as independently with little to no direct oversight
- Can balance multiple work demands and shifting priorities daily. Able to prepare winning proposals under tight deadlines
- Proficient in Microsoft Office Suite, Adobe, and SharePoint
- U.S. Citizenship and Active DOD Position of Trust level Security Clearance required
Responsibilities
- Responsible for overall supervision/management of their proposal teams, serving as the primary point of contact, and will be accountable for shepherding the proposal process for multiple RFIs and RFPs simultaneously
- Manage all activities involved in the development and production of proposals, including third-party support
- Review and analyze solicitations and related documents; develop and enforce the proposal schedule; and create the proposal outline to direct the proposal development process
- Effectively delegate and coordinate tasks to proposal content contributors, keeping them on task and managing input through to completion. As appropriate provide feedback that supports the improvement of their proposal content
- Lead and/or facilitate the kick-off meeting and engage all parties for all color reviews
- Ensure quality control for each stage of the proposal process to ensure a fully compliant submission
- Work with business development executives to ensure effective integration of win themes, hot buttons, and discriminators into proposal response
- Perform and oversee technical editing and draft non-technical proposal sections, as required, to include past performance and resume tailoring
- Collects questions for the Government, works with the team in vetting them, ensures they are in the proper format, and submits
- Perform and oversee white glove and final proposal production including desktop publishing, editing, proofreading, and (when rarely required) printing, binding, and shipping/delivery
- Develop and administer the Bids and Proposals repositories, including re-use and boilerplate, process, template, submitted proposals, past performance, and graphics libraries, among others
Preferred Qualifications
- Training or certification in the Shipley Method of Proposal Writing & Capture Management, or demonstrated Proposal & Capture Management methodology in a structured environment
- In-depth knowledge of the Federal acquisition lifecycle
- Demonstrated technical proficiency, capabilities, and experience with SharePoint (or related) site collection administration and/or power user
